Health promotion infrastructure and financing

Health promotion infrastructure and financing is the centrepiece of capacity-building efforts in the Western Pacific Region. This is exemplified by the Pro Lead project that seeks to support and enhance the work of leaders who promote health.

Pro Lead is an in-service training activity where teams of leaders from different countries come together to develop quality-improvement projects on health promotion infrastructure and financing. There is a strong emphasis on sustainable financing, specifically the use of tobacco taxes for health promotion foundations.

Pro Lead has been piloted in six countries, in partnership with the Southeast Asian Ministers of Education Organization, Tropical Medicine Network (SEAMEO TROPMED) in Bangkok, Thailand; the School of Public Health of La Trobe University; and the Field Epidemiology Training Programme Alumni Association Inc., with the support of the Government of Japan.

Health Financing: A Basic Guide
Health and economics have become critically intertwined. Economics is one discipline that links the main health system functions of service delivery, input production, financing and stewardship. Although the problems are severe and solutions are elusive, the technical concepts are fairly simple. This guide focuses on health economics and financing with the objective of providing readers with a basic vocabulary and understanding of the most important issues. It does not attempt to provide all the tools needed for detailed analysis. Rather, the guide aims to offer basic information that would be useful in various levels of health planning and policy dialogue.

Health Promotion Financing Opportunities in the Western Pacific Region
Broadening health promotion financing arrangements contributes to the goal of health improvement shared by the countries of the Western Pacific Region. Health promotion that is sustainable underpin stable and effective mechanisms to ensure access to all quality health services. It is hoped that this document will trigger more discussions on how health promotion financing can be linked to health sector reform and how this strategic approach will move the level of discourse from within the health sector to the broader arena of healthy public policy.
